First impact study for Baden-Württemberg shows postive effects 

The findings of the first impact study on cycling promotion in Baden-Württemberg show positive effects and its success.  Counting of cyclists shows that today more people cycle than five years ago. On average 35 percent more cyclists had been counted in the eleven cities and three administrative districts. In the cities of Stuttgart, Karlsruhe, and Freiburg the amount of cyclists passing the bicycle counters have been doubled. Simultaneously, the risk of being involved in an accident have been reduced for cyclists.

Most cities invest more in the promotion of cycling than five years ago. Baden-Württemberg promotes this engagement already within the third legislature, it has been  intensified in 2011, and got a strategic and conceptual basis in 2016 with the "RadSTRATEGIE" adopted by Baden-Württembergs's cabinet.

Background information on the impact study

The impact study was established in 2009 as an instrument for the analysis and evaluation of Baden-Württemberg's cycling promotion. In terms of quality management, in 2009/2010 the status quo had been analyzed, five years later new measurements had been made.  The comparison of these data shows results of the interventions in cycling promotion.

Baden-Württemberg's Ministry of Transport commissioned the NVBW-Nahverkehrsgesellschaft Baden-Württemberg (local transport company) and an independent consultant (Planungsbüro PGV-Alrutz) with the study. The situation in Baden-Württemberg had been captured systematically by surveys, count of cyclists, surveillances and inspections through cycling. The findings had been rated with a set of indicators.

To get an impression of cycling promotion as representative as possible, cities and administrative districts were chosen, which are different concerning size, location and initial status. Some municipalities took part on their own account. Totalling, eleven cities and three administrative districts took part in the impact study: Freiburg, Karlsruhe, Stuttgart, Fellbach, Filderstadt, Heidenheim, Kirchheim unter Teck, Lörrach, Offenburg, Singen, Villingen-Schwenningen as well as the administrative districts Landkreis Bodenseekreis, Landkreis Karlsruhe, Ostalbkreis.
